Look at the foreign language department: you can add more classes to it as long as you have someone to teach it. Having a German class could benefit. You can say "we're in America, so immigrants need to learn English." I agree that foreigners should learn English. But on the flipside how does learning another language hurt our students? Personally, I think HS is too late to "learn" a foreign language. I took French in 9th & 10th (being told 2 years of a FL was basically req'd to get into a good college), but had forgotten most of it by the time I walked. FL's should be taught (req'd) in elementary school... not as a HS elective.
